Transform Tool on Adobe Draw for iPAD

I'm am not able to increase the size of my layers. I go to Layer -> Transform and try to pinch the object bigger. While I can decrease them easily, whenever I try to increase the size, they just bounce back and don't let me change it. What's going on here?
