Center alignment creates a blue space holder in the bleed area of page.

I am working in InDesign Creative Cloud and when I center text, a blue highlight area the width of the leading of that line appears on either edge of the page in the bleed area.

What the heck does that mean and how do I resolve this???

You probably have the Style Override Highlighter turned on.

Open up your Paragraph Styles panel, and unclick the + sign at the upper right corner.
