When I left click on a tool in the toolbar, the tool fly out pops up

How do I stop this from happening? I assume it's not supposed to do this. It's pretty annoying. My understanding is, and the way that it has worked until now, has been that you must right click or option click on the tool for the fly out to pop up. Thanks.

Thanks for the reply. Your answer made sense because I did have to raise the double click speed earlier to "fix" other issues I was having with my wacom and Abode apps. But, setting the double click speed to a slower (even slowest) setting did not seem to help. Would I need to restart before the changes would take effect? Or any other suggestions.
