One way would be to open both images in Photoshop: File > Open.

Then choose Windows > Arrange  – select 2-up

Then use the Move tool (the first tool in the Tool Box) to move one pic on top of the other by dragging it on top of the other .

In the Layers panel you'll see the two photos in the one Photoshop document.
