Are there line, boxes, drawing tools in Adobe DC?    I know they are in Adobe pro DC.

To be more concise, there are commenting tools in Adobe Reader and Adobe Acrobat for drawing lines, boxes, etc. The resultant objects are PDF annotations and are absolutely not part of the base PDF file's content streams. Some non-Adobe PDF viewers cannot properly display and/or print such annotations.

Conceivably, if you have Adobe Acrobat Pro, you can use a Preflight fixup to flatten the annotations into the PDF content.
