Stumped by entry point not found message when attempting to use Pre Elements 14

Have not been able to use Prem El 14 for several weeks.

Whenever I try to load it the below strange error message appears  Have found no reference on this in all my searches with Google

Any ideas what is causing this frustrating problem.  Problem is only affecting my Asus laptop

Have tried reinstalling Premiere Elements and repairing  Microsoft Visual C++ updates as possible solution to no avail.

Am hoping someone who has had and solved this unusual  problem with Premiere Elements will see this and help
