Photoshop CC 2017 Start Work Space not showing and Move Tool Show Bounding Box Not showing.

Above image shows that the show bounding box option is not present even when the move tool is selected.

Also when I open Photoshop the Start Workspace doesn't show up.

Any ideas how to deal with this. Is there any place else I can find the show bounding box option?

What are your General Preferences?

edit -> preferences -> general

click on  "reset photoshop Preferences on quit"

restart photoshop and restart it again to take effect
