I have a single document with two text blocks. Both are the same font and both are list at 15pt in the photoshop text panel, but one is much much larger than the other. How do I get photoshop to read text sizes correctly?

Go to the Character panel and look at the scaling value

Thanks Dave for the tip. Unfortunately they are both at 100% for both fields.

Text is very complex and the are many controls. What make you think what Photoshop is displaying is wrong? The way a 15 Point font will look can vary quite a bit.

Is one of the text blocks set to all upper case? Small caps? Is one bold? Is one either all superscript or subscript? Select the text with the Type tool and see of one of these buttons in Window > Character is inadvertently activated:
