Photoshop CS6 Extended will not open. Error code ApphangB1

I tried to open the program while pressing the SHIFT key in order to bypass third party plug-ins. This did not resolve the issue. It says something happened that caused the program to stop interacting with Windows. It gets stuck on the "reading preferences" page with the swirling icon. Once I click again, it gives me the option to shut down or have windows search for a solution and shut down. No solution found.

Try resetting your preferences. Preferences in Photoshop
