Fill a Frame with a Color

I just defined an area on my document using the Rectangle Frame tool. Now I need to fill that area with a CMYK color. Would one of you please show me how to do that.

I just found the 'Fill' tool, and successfully filled the area in question with black. I need to fill the area with a different color to use in the fill, but the 'New color' icon is disabled. How can that be fixed?
