Banding on Printed Photo

Lightroom prints slowly and 2 different printers are producing bands on the photos, the printer stops printing about 20 times on an 8x10 photo.  I have optimized my PC so that does not seem to be the problem.  Does anyone have a solution?  Thanks

Attached is a scan of the photo. It appears that I have two problems. In

printing from Lightroom, The photos have lines going up and down on a

landscape orientation. You can't really make it out on the scan though.

The second issue is the lines in the scan. It appears that my problems are

printer related, not Lightroom, but I'm not sure. Thanks
