Is the Effective resolution of your image in InDesign 300PPI?
Are you selecting Press Quality for a specific reason?
How's the quality like when you export to PDF/X-4?

Hi karinel,
Please try High Quality preset instead of press quality, secondly please check if compression values are below 300 PPI?

If you scaled the image to something less than 100% its resolution will increase relative to the scaling. The default Export>Compression settings for the print related presets will downsample any image with a scaled (effective) resolution greater than 450ppi.
If you want the scaled image to export unchanged, you might have to set Color and Grayscale images to Do Not Downsample and set Compression to None.
