2nd Layer of audio will not render

I have 2 layers of audio

The top layer of audio will not play after rendered, i've tried wav and converting it to mp3

I have the latest quicktime.

What could be the problem?

There was a problem where if an Event sound is on frame 1 it doesn't end up in the published SWF. Either move the sound to frame 2, or set it to be Stream, or update to Adobe Animate 16.5.1 that was released 6 days ago.
