When trying to use a submit Button to attach file to an email it says I have reached the time limit

When trying to use a submit Button to attach file to an email it says I have reached the time limit while waiting for system resources. I was wondering if anyone else has gotten this code and if so have you found a solution. It doesn't happen every time. Usually the first time I submit it works and then everyone after that gets this error code.
