How do I isolate an image layer

I have images as layers. I need to resize independent images after it they have been added as separate layers. How do I isolate the layer so that I can edit and resize a selected image layer so that I can work on it independently.

Layer --> Transform not working for you or for that matter simply using Ctrl+T with the layer active?
