How do I toggle visibility without toggling solo?

When I toggle the visibility of a layer off, it also toggles the solo off—which by itself isn't a problem. When I toggle the visibility back on, however, the solo doesn't toggle back on with it so, so the layer stays hidden. Below is video demonstrating. I don't remember this ever being the case, i.e. I was always able to toggle the layer's visibility with that one click, so I'm assuming I'm in some mode where this is the behavior, how do I get back to the default?

Have you got all the solo switches ON? - that is with the white dot showing?

...then I would expect to see that behaviour.

In normal use all the solo switches should be OFF - blank.

I see that all the way back to CS6 the behavior is the same - if you toggle the visibility off, the solo turns off too and does not come back if you toggle the visibility back on.
