How to change the video speed by music

Hello everyone~

I want to choose the speed of my video by the sound emited by a mp3 file, but I want the video to accelerate the speed as the bass is stronger and then to slowdown a little more than 100% speed to create the idea that the video has been boosed by the sound.

I want to know what effects should I choose, I'm a new fellow reader on adobe after effects so if anyone can help, thank! I have all plugins so that is not a problem.
