Updated Photoshop cc now cannot see text within menus

I updated Photoshop and now when I go to preferences and other pulldown menus I cannot see what to click on. Cannot see the text in the menus. Rulers are also blank (no type to see inches ect.) Uninstalled and reinstalled still same problem. Started windows 10 in safe mode and you can see the type within menus. restart and no text. Indesign ect still works fine. Just photoshop with this new verson.

Its great that this was moved by the staff, but is there an answer as to why menu text disappears?
