I get to the page to add my Bates number selections,/formatting etc. However, I cannot reach the bottom the the page for the Bates process to "Apply" my request to my .pdf document

What if you just hit the Return key? What version of Acrobat are you using, on what operating system? What is your screen size in pixels?

Go to Edit (or the Acrobat menu if you're on a Mac) - Preferences - General and under "Scale for screen resolution" select "Auto-Detect".
Restart Acrobat and try again.
