Lock grayed out

I'm trying to lock a small textbox down so that it can't be moved, but the lock icon in Object > Lock is grayed out and I can't seem to lock it at all.

Any advice?

Select the frame, not the text.

Of course I tried selecting the frame, but there was no frame to select.

Somehow the "Prevent selection of locked objects" got turned on under Edit > Preferences > General.

Now I have the problem that there is no Lock/Unlock icon appearing. It's there, because my cursor changes to Lock/Unlock when I hover where it should be, but the icon has completely gone.
