free transform jumpy wont allow small adjustments

im holding control to change the angle of an object on photoshop cs6 under free transform    on my other computer it allows precises adjustment but on the other computer (i use for work) it skips and wont let me adjust to the angles between the two it allows    any help would be much appreciated

Is the Shift key stuck by any chance?

no it is not

this is while holding ctrl and adjusting the angle that way

Use the angle field in the Options bar and the up/down cursor keys.  One nudge gives you 0.01°.  Holding down the shift key ups it to 0.1°.
