Flashplayer download 'icon' doesn't allow me to delete it as administrator , it says I have no permission???

I am on Windows 10 /PC.

I tried to rename it, won't allow me.

I tried to delete it, won't allow me.

I tried to move it from one folder to another, won't allow me.

Says I have no permission even thou I am admin.

When I look at the properties, it says I have no permission to see the properties.

I downloaded it right now through the classic Adobe interface and website, and same procedure as always, so???

Can anyone help out and tell me what's wrong?
