The vidéos I usually take is coming from my Sony Nex 7 camera, AVCHD files.
May I converse them in AVI files ?

DO NOT convert your video to AVI. The program should be able to edit the AVCHD files.
When you first add your video to the beginning of a project's timeline, do you see a yellow orange "render" line above this clips? This render line indicates that the program has not set up its project settings to match your video, which can can poor performance.

There is no render line yellow orange on this PC portable. When I use Adobe 1er élément on my home PC, this render line is there.

I can read all my videos files with Windows programms, successfully.
But with VLC, it is very bad ( I have last version ).

When starting VLC, the first images are right, but quickly, images become unreadable, as when the TV has bad debit. All is troubled. No problem with my home PC.
May be, the graphic card is obsolete. I try to update, but there is any new version for Window 10.

Do you have problems playing other videos?
In the meantime, download the free program MediaInfo and open your video clip in it. Set the program View to Tree and copy and paste the information it reports to this forum.
This will allow us to see if the problem is with the video itself.

Yes, the same problem with all my videos, opened with adobe 1er élément and VLC.
They are fine with : movie maker, film and TV, lecteur window multimédia.

I'm sorry but I don't know what the problem is on your computer. What processor do you have and with how much RAM? I guess it is possible that your system is under-powered.
But you appear to be editing standard video. There is no reason Premiere Elements or VLC would have problems with these video files.
Do you have Quicktime for Windows installed? That may install some necessary codecs and components.
So, assuming you have an adequately powerful computer, I don't know why you are having problems.

I'm sorry, Therese, but your computer is way under-powered. Your processor rates a 782 on these benchmark tests. I usually recommend a rating of at least 5000.
PassMark CPU Benchmarks - Low End CPUs
You will find trying to edit high-def video with this computer very frustrating. This low-end processor is the reason you're having the issues you are trying to edit this video.
