Access denied Photoshop

Hi, I am trying to record an action in Photoshop CC and when I have done everything I need to do and hit 'stop', I get an error message saying that I do not have the necessary access and that I need to unlock the file using the properties command in the Windows Explorer but I'm not sure what that means. I am opening the file from Lightroom on the same laptop. I am also getting an error message when I try to use the liquify feature. I make my adjustments and when I hit OK I am getting the following message: the operation could not be completed. Access is denied. Any ideas about how I can fix this?
