Photoshop CC (2017) Problem

Hello,

Ever since i redownloaded Photoshop on my laptop after wiping my laptop, its incredibly slow. Paint bucket wont load at all, it comes up with a loading bar and stays at the same position. (Ive tried it in every size document, still does the same.)

Whenever i try to use the brushes, they are always thin, no matter how much bigger i make them. This happened last time i wiped my pc, but it fixed itself after a month. I dont really want to wait that long because i have really important things to make.

Any Help? Thanks in advance.

But the operating system and the other programs are working well?

It seems a pc (cpu or gpu or cache problem).

Maybe its the computer, because it does tend to blue screen a lot. I just dont understand why it would be doing it now because it worked fine before the wipe. Ill be getting a new PC in under a month so maybe i'll be able to get my work done then.
