Is it possible to deactivate Lightroom to transfer licensure to another owner? I have already deleted it off my computer and am using Photoshop Elements 15. I don't want Elements registration to deactivate.
Yes, that would be correct. The only advantage there would be to registering Lightroom 5 for that person would be in the event that they would ever want to purchase an upgrade. Lightroom 5 is no longer supported by Adobe. I do not know the process of transferring a license from one person to another. But here is a link to the Lightroom license agreement that you can peruse for your reading enjoyment:

So if I sold the software to another person they'd be able to register and use it?

In Adobe-speak you have to transfer the license to them.
