How to make a glowing line under the overlay.

Hello,

I'm very new to after effects and I've started a little project. I have good knowledge of photoshop so I created an overlay for a live stream.

I want to make the purple lines that go around the overlay to glow in rainbow colours,animated moving around the overlay, it is hard to explain what I really need. But I hope someone understands

I'm not sure where to start really, so can I get some tips on how to do it ?:) or maybe some useful links ? Thank you!

Duplicate the layer, apply whatever glow/ blur you need, add a Hue/Saturation effect on top of it and animate its phase.
