No, but you can make an alias to the plugin or folder and put the alias in the photoshop plugins folder.

What operating system and version of photoshop cc are you using?

Most file system have way to join directories  but use different name for the  feature.  Symbolic Link, Shortcut, alias, mount and mount points.  On windows I use Windows file system shortcuts.  All the Photoshop versions I have on my machine use the same copy pf Plug-ins and Scripts I install on my system.  Some Add-on may not work in all version installed.  For example I have CS2 installed which lack many features found in newer version of that Plug-ins and scripts may use.
