What exactly is »scriptbay« and in how else but »online« are you expecting to find a Panel, plugin, … for Photoshop?

What do you mean by that?   It is an extension and it works online and offline.  Do you want one that only works offline that it should not work when you are connected to the Web?

Extensions are downloaded and installed these days by Adobe Creative cloud desktop applications.  JSX launcher onle works with the newer versions of Photoshop.  It does not work in CS6 or CC, You need CC 2014 and newer.
