How do I contain guides within margins?

Hello! I apologize if this has been answered before, but I can't seem to find it.

I'm currently creating a template for yearbook spreads, editing an old one we had. The vertical guides were already in place, which I edited the size, and those are fine. I'm trying to add the horizontal guides, and they're currently in the correct place/number, but I can't seem to figure out how to contain them within the side and middle margin. The first photo is how they are currently, the second one has boxes blocking out where i do not want them to be. Is there any way to make this happen?

(if it helps to know, I put the horizontal gridlines on the master, but the vertical ones aren't on the master. both go away when i toggle with w)

Guides are per page/spread. The only option is to have them within the pages or to be on the pasteboard as well. They can't be constrained to the margins.
