Edited PDF behaving differently in FF than IE or Chrome

I'm in Acrobat Pro DC.  I took an existing PDF and edited it by adding areas that are linked.  In Firefox, when I mouseover the areas, I see a yellow color on mouseover, yet no such color appears when viewing the same file in IE or Chrome.  Anyone know why?

The browsers uses different PDF viewers.

Is there anyway to get my file to behave the same on all 3?  I thought the point of PDFs is that they look and behave the same universally.

Petition the developers of the FF and Chrome plugins to adhere to the full PDF ISO Standard in their software.
