LTV enabled signtures

I am trying to make the signature as LTV enabled. For this I am passing the complete certificate chain in the signature and adding the verification information(All this is done in c#). For some reason only one of the signature is  LTV enabled. (There are two signatures on this document). So, I was wondering what could be the reason for this. Can you please help me with this?
