Scripts not found under file>scripts

Hi, I am working with adobe photoshop elements 9 and file>scripts does not exist in the program, however, the folder does exist under C:\Program Files (x86)\Adobe\Photoshop Elements 9\Presets\Scripts. Can someone please help me resolve this issue. I have the same issue with actions not existing under the windows tab. I am working on windows 10.

Photoshop elements doesn't have a File>Scripts menu item or an Actions panel in pse 9.

Any third party scripts one might put in the Presets>Scripts folder would show under File>Automation Tools, but only if the script has been modified for pse so it shows under the Automation Tools menu.

Even though pse 9 doesn't have an Actions panel, one can run actions using the Actions Player under Guided Edit.

Or install actions in the Effects panel, which is bit trickier.

Photoshop elements's big brother/sister photoshop is the application that has an Actions panel and a File>Scripts menu
