Issue with paragraph rules in paragraph styles

I've got a table of contents set up using a paragraph style, including tabs and rules below.  No matter what value for offset in paragraph rules nothing changes.  What am I doing wrong?

Nothing obvious to me. Preview is on, your formatting looks right. Can we confirm that Cats/Dogs etc is using the "toc" style, and not TOC or Toc or something else? (My insertion point shows the style name, but I can't see your insertion point.)

Can you put the file on dropbox so that we can see it?

I don't want to ignore the obvious. Are you sure that the style is applied to your text? If so, have you tried both positive and negative values. Also make sure that t are no character styles applied to the text.

Thanks, I've dug deeper and can see there's an override happening.  The file has been converted from Quark and there seems to be a few funny things!  Thank you all.

Save it as IDML. Open the IDML.

Converted Quark documents can be a bit wonky and this can clear out some junk from the file.
