Opening photos in camera raw from photoshop

If I try opening a photo in in camera raw in  PS I get the message could not complete your request because the file format module cannot parse the file

this question as been asked before and the answer was basically corrupt files

It does not matter which files I have tried same result they are not all corrupt I have 100s

I have even tried downloaded stock photo's used with tutorials

ACR will only ā€œeditā€ proprietary raw/open dng files - or rendered TIFF and JPEG. CR preference for JPEG/TIFF handling must be set to to one of the two active options, with the third option being disabled. Another option is to apply ACR as a ā€œfilterā€ from within Photoshop on rendered files.

Hi, I'm struggling to follow what you're saying (not being particularly techy). I'm getting a similar issue when 'Open As' and selecting 'Camera Raw' for Tifs, Jpgs and Pngs. The reason I'm doing this is to enhance the resolution (customers consistently supply low-res files) - when I edit colour as choosing 'camera raw filter' from an already opened file it works fine - but you don't get the super-resolution option. What's gone awry - it works on my colleagues machine!
