Average blur not found

hello ive reset my presets and done the ctrl alt shift thing but still i do not have average blur please help

What Photoshop version are you using?

If you have the latest version CC, it has an extremely useful search feature now.  Even as an experience user, there are times I find it useful.  Note mine is showing unavailable as I happened to have an adjustment layer selected.

You can open the search window from the top right corner

[EDIT]  Just a thought, but I wonder if it doesn't show if you don't have ​Show all filter groups and names​ checked in Preferences?
