Dual Language TOC not ordering titles properly

Hello All.

I have a dual language TOC in indesign. For some reasons it will not keep the order consistent in terms of one language on-top of the other even though the paragraph style references are correct.

Can anyone shed some light as to why this isnt working.

InDesign version? A screen capture of what you're trying to do would be helpful.

Not enough information. What do you want it to look like?

I would like it to consistnely have the Chinese on top and the English below for each page title and to know what determines one style over the other as the logical input would be whatever the first style is within the list shows up first.
