I have started my first project in Premier Elements 7. After I have uploaded video clips I am only able to place six or seven clips on the board at the bottom before I get a message telling me the program has stopped working. My operating system is Windows 8. Could it be that I have insufficient space on my C: drive?

There is no program called Photoshop Premiere Elements. Since you're talking about video editing, I assume you're talking about Premiere Elements.
It's possible that you've run out of space or that your computer is under-powered -- but you don't list your specs, so it's hard to say. What processor do you have with how much RAM? How much free, clean, defragmented space is on your hard drive?
The more likely issue is that you're editing with version 7, which was designed pretty much to work only with tape-based miniDV and HDV video. It can't edit any of the modern video standards like MP4 and AVCHD. What model of camcorder is your video coming from and what is the video's resolution and format?

The video I am uploading is in MP4 format from my Sanyo camcorder. I would have to check on the video's resolution. Note that all the video files are uploaded successfully, the program only breaks down when I drag 6,7 or 8 clips to the timeline below (I am not looking at it now so I forget the correct name). If the MP4 format is the problem, can I change the files to the correct format using some sort of software?

As I said, version 7 was not designed to edit non-tape-based video. it's not going to work well with an MP4.
If you're going to edit MP4s, I'd very much recommend you upgrade to at least version 11.
Though you're also going to have trouble editing any video with your current video processor. Your processor rates about a 1700 on this benchmark chart. In my books I always recommend editing with a processor that rates at least a 5000.

I can't afford to upgrade and I only use the program every so often so it looks like I'm stuck with something that doesn't work. What format was used with tape cameras?

Further to all of the above, I converted my MP4 files to MPG and was able to load 50+ clips (as against 6 or 7 MPREG). After that I got the same error message I got before. Doesn't this suggest that my problem is space related rather than processor related? I now have to work out the best way to use the stabilizer.

Not necessarily. Since version 7 didn't edit MPEGs natively, it was easy to overload the program.
As I've said, version 7 pretty much worked natively with miniDV and HDV tape-based video.
