Just saw brief "dehaze" tutorial but don't see the dehaze option in my version of Lr (6). Is this only available on LR "cc"?

That is correct. It is only available in the CC version. I have read that there are 3rd party plugins if you are certain that you don't want to subscribe to the Photography bundle for $9.99 monthly plan.

Can you show a screen shot of your Effects Panel in the Develop module open all the way? And another of the pull down menu with a target adjustment brush open?

Dehaze was not introduced until LR CC 2015.1, so it is in that version and all later versions. It is not present if you have LR CC 2015 (and then to get a later version with dehaze is a free update if you have LR CC 2015).

Another possibility is that the image you have open in Develop was previously edited in LR 3 or older, it would then have Process version 2010 or 2003. You would then need to update the image to PV 2012 by clicking the lightning icon below the histogram, which would make the Dehaze slider appear.
As pointed out by dj_paige you need at least version 2015.1 (and 2015.2 for local adjustments with Dehaze).
Lightroom may be claiming to be up to date, but the updater is flakey, so go to Help > System Info to verify what version you have.
If it says CC 2015 [1014445], you need to update. Download the latest (2015.12) version from here (click on Lightroom 6):
Download Photoshop Lightroom and install the update manually.
It also happens that people accidentally open an older version of Lightroom (version 5 or older), which did not have Dehaze.

That means you are not running the CC version but the perpetual license. It should say: "Lightroom version: CC 2015.12 [ 1125239 ]" in System Info. The perpetual 6.12 version does not have dehaze without doing the preset trick.

In your earlier post, you said you had Lightroom CC.
Are you paying a monthly membership fee ($9.99/month)? Or did you buy Lightroom outright?
If you're paying a monthly fee, you're running the wrong version of Lightroom. You should be running CC 2015.12. Not version 6.12.
