Using the brush tool instead of coloring drags the image and so on with all the tools.

Try resetting your Wacom Intuos Preferences. If the does not fix your problem try resetting your Photoshop preferences. I configure Photoshop and wacom to use Wintab API for Pen stpport not Windows INK.

the version of wacom driver is the latest, the version of windows 10 is 1703 build 16257.1
if i uncheck " use windows ink" and insert psuconfig in photoshop config i dont have pressure on the brush

What version of Wacom driver. I showed you I have the same Windows version, and Photoshop version and an Intuos Pro Small as you. The version of Wacome and my Wacom and PS configures to use Wintab API. I do not have a problem like you have. Use the Wacom utility to delete all wacom preferences and start from its defaults and configure your preferences from there. Start PS with Shift held skip loading thirt party plug-ins. Uninstalling PS doe not rest your user ID Photoshop Preferebces. Make sure you reset them.

We need to try and sort out your Wacom drivers.
Before you do that though, do you have another application like Ai or Lr that can handle pressure?
Try it there to see if the problem is universal or exclusive to Ps please

i try on Ai and the pressure go (uncheck use windows ink)
i try on affinity and work
i try on krita and work
i think is a ps problem
