cannot open an idml file - error message - plug-in may be missing

I am running Adobe CS 2015 - I have been provided a idml file - saved from CS 2017.

the error message states: Cannot open ..... Adobe InDesign may not support the file format, a plug-in that supports the file format may be missing, or the file is open in another application.

the only error that makes any sense is the plug-in error.

has anyone encountered this problem / have a solution?

Maybe the file is corrupt. Can the person who created it open the file? Is InDesign CC15 updated? If yes, then reset your preferences and try again.
