I just reinstalled LightroomCC after my hard drive was reformated. I imported my pictures but when I go to edit them within Lightroom they look like a color negative. If I go to Photoshop to edit they look normal. I am hoping that Lightroom is just set wrong and I don't know how to reset it rather than it not functioning properly. Where do I look to reset it so I can edit?

Try-

1. In Lightroom- Open preferences  [Ctrl+, ]

2. Select the Performance Tab

3. Remove any check mark from the option to "Use Graphics Processor"

4.Restart Lightroom.

I also suggest you update Graphic Card Drivers from the makers website.
