recently upgraded operating system on the mac to 10.12.5
everything but the photoshop element 9 worked fine. any ideas. should i upgrade to a more current version of elements? and if so, how to i do that?

Juliep6753036 have you followed the directions in the error message and removed and reinstalled Photoshop Elements 9? You can download a fresh copy of the installation files from Download Photoshop Elements versions 9, 8, 7. For information on how to locate your registered serial number please see Find your serial number.

CS6 and earlier programs have not been tested and will not be updated for Mac El Capitan/Sierra
-which means that you try to use CS6 and earlier at YOUR risk of having problems due to Apple updates
-Apple did not maintain backward compatibility with old programs in El Capitan or Sierra

Juliep6753036 if the DMG file is still damaged then please use an alternate Internet connection and/or computer to download the installation files. You can download the files to a USB drive and then install on this computer.
