I am showing a piano player and was wondering if its possible to create ripples with the notes he's playing (ie. Harsh notes large ripples etc)
Am planning on doing Ariel shot of him but also some low angle shots of water flowing at camera.
Sure. Easy enough. That's what distortion effects are for.

The most efficient technique depends entirely on the shot and the kind of ripple you want to achieve. You have everything from displacement mapping to just creating a Radio Waves (that's an effect) layer and using blend modes. There is even a water simulation plug-in from Red Giant called Psunami | Download the free trial that can generate some extremely realistic water simulations with everything from little ripples created by the wind to big waves like this:
