How would you go about reproducing this VFX?

So let's break it down:

The hands move and the light streaks follow the hands so that means motion tracking the hands. Each hand individually.

The light streaks can be created in a bunch of ways - Trapcode Particular is one way. Turning the tracked motion path into s vector path shape layer and applying some styling and animation to the path is another way.

The light seems to brighten the background so some use of blending modes is called for

In this frame you can see the light streaks from the actors right hand are behind his body so some rotoscoping or some other method of separating the actor from the background is necessary so you can put the light streaks from the right hand between the actor and the background.

There are a bunch of shots in the video and to be efficient each shot would be a separate AE comp. You wouldn't edit something like this in AE, you would do the visual effects for each shot, render them, and then do the final edit in Premiere Pro or some other NLE.

I hope this helps. There are a bunch of ways to create the light streaks. The workflow you choose depends on the look you want and the tools you have.
