Reinstall photoshop cs5 "Install cannot be opened"

My brother fixed my macbook and I lost botf of my versions of photoshop and lightroom.  he installed the newer versions but I dont have a subscription so I cant use them.  I downloaded photoshop cs5 from the adobe website but when I click the install file, it tells me "“Install” can’t be opened. You should move it to the Trash." Is there any way I can get my cs5 version back?  Thanks!

CS6 and earlier programs have not been tested and will not be updated for Mac El Capitan/Sierra

-which means that you try to use CS6 and earlier at YOUR risk of having problems due to Apple updates

-Apple did not maintain backward compatibility with old programs in El Capitan or Sierra

--Adobe has a workaround to Apple's problem of not maintaining backward compatibility

I have seen it mentioned that an OLD version of Java must be installed to get an old program (CS6 and earlier) working with your new operating system https://support.apple.com/kb/dl1572?locale=en_US
