photoshop error C121

Hello! I have been having problems downloading Photoshop. It keeps saying "There was an error writing to the temporary file location. Please fix permissions for the location, and start over." I read that someone said to do the %temp% thing and delete all the contents in there but idk if you delete EVERYTHING bc theres a lot of items in there. Need answers. thanks

Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)
