Layers, etc... windows DON'T float on top

Latest version of PS.  I've noticed recently that the windows , toolbar, etc... don't float on top, they stay buried..even if I click on them.  I can't seem to find any solutions to this with a google search and right clicking on the layers or toolbars or layers doesn't provide any solutions. I can't find anything in preferences..

Is this something other are experiencing? I'm not new to PS by any stretch. How is this fixed?

Enable floating documents under pref>workspace
