PDFs slow to open?

My client's clients are complaining that the PDFs we're creating for them are slow to open. I have never heard this complaint before and neither has my client. I realize this is a shot in the dark, not knowing my client's clients' OS or any other particulars. Has anyone else encountered this problem?

I have some more information: the client is using standard Windows 10 PDF reader (Edge browser) and the PDFs are taking several minutes to load.
