How do I make an image with animation? (It's for an Ad)

I need to make an image with a bit of text movement, for a site. How is this done? I dont know what exactly to search for on google, so I decided to make a threat here.

The kind of thing that I am looking to make is something like this: Bilforhandler - BICA Leasing A/S - BilBasen.dk

If you take a look at the add at the top, you'll see that is in fact moving/being animated. But when I right click on it, it is just a .png file. So my question is: How do I make an image like this, I with to export something with animation.

Please help me out here, I'm not a Photoshop guru at all.

That appears to be a js function calling multiple slides of images (.png).

If you wanted to do something similar, I would start with an animated gif.
